Something shifted with Japan tour packages after the borders reopened and I'm not sure everyone's caught on yet. Prices went up obviously but so did quality in some cases, smaller groups and better guides. The mass market Japan tours still exist but there's more variety now for people who want structure without feeling herded. What stayed the same is that you still need to read between the lines of what they're actually offering versus what sounds good on paper.
